It depends on the parcel, not the mailing address. Inside city limits the City of Ormond Beach Building Division handles it. Ormond-by-the-Sea, four miles up the beach with the same postal town, is unincorporated and goes through Volusia County. And under a 2014 interlocal agreement the city permits properties along North US 1 from the Tomoka River bridge to the Flagler line, even though that ground is unincorporated.
My house is oceanfront. Is there an extra approval?
Possibly. Parcels seaward of the state coastal construction control line fall under Chapter 161 and Rule 62B-33. A reroof that stays inside the existing footprint and does not touch the foundation is normally clear of that process, but anything that grows the structure is not, and the state also wants a letter from your local jurisdiction. We check the line before quoting rather than after.
Why do you keep talking me out of changing the roof shape?
Because on an oceanfront lot the exemption you are relying on is written around the original footprint. Adding a dormer, raising a parapet or converting a flat section to a gable can pull an ordinary reroof into a state review, and expansion seaward of the thirty-year erosion projection is not something the department can approve at all. Keep the geometry and the job stays a roofing job.
Is a beachside roof really different from one on Nova Road?
Materially, yes. The barrier strip is roughly half a mile wide with open water on both sides, so neither slope is ever the sheltered one, and the failures cluster at ridges, rakes and corners. The stock is also older and shallower in pitch, with more low-slope area per house. Mainland Ormond is steeper, newer, truss-framed and shaded, which changes the answer on ventilation and on covering.
Should I put tile on my Ormond Beach house?
